LITTLE EGG HARBOR – A Monroe Township man was indicted on multiple charges related to a hit and run accident in which he allegedly struck a pedestrian who later died, officials said.
Artice Norvell, 54, of Monroe Township, was indicted by an Ocean County grand jury Friday on charges of vehicular homicide and knowingly leaving the scene of a motor vehicle crash resulting in death, Ocean County Prosecutor Bradley D. Billhimer announced in a press release.

The charges stem from a Nov. 5, 2025, incident that killed Domenico Russano, 68, of Little Egg Harbor.
Investigators said the crash occurred at about 4 a.m. Police responded to a report of an injured pedestrian at Center and Oak streets and found Russano lying on the roadway with serious injuries. He was transported to AtlantiCare Regional Medical Center in Atlantic City where he later died.
An investigation later revealed that Norbell allegedly hit Russano while driving a white Ford F-650 box truck that struck the victim as he was walking on the sidewalk.
Norbell allegedly then fled the scene, police said.

A continuing investigation led to the identification of Norvell as the driver, officials said. On March 6, Norvell was charged in the incident and turned himself into police custody without incident on March 9. He was held at Ocean County Jail and later released as a consequence of New Jersey Bail Reform.
The grand jury indictment was handed up on Friday, May 29.
