Port Orchard City Council appoints Tiffiny Mitchell to Position No. 5


The Port Orchard City Council voted Thursday evening to appoint Tiffiny Mitchell to Position No. 5 after two days of interviews to fill the recently vacated seat. After meeting with eight potential candidates and deliberating during an executive session on Aug. 6, Mitchell was selected unanimously by the council.

The vacancy occurred mid-term after previous councilmember Heidi Fenton tendered her resignation from her Pos. 5 seat on June 16. Expected to serve 17 months, Mitchell’s tenure will end following the November 2027 general election.

Rather than holding a public election, under Washington state law the city council must vote to appoint a replacement within 90 days, after which the decision transfers to the county legislature.

Mitchell is expected to be officially sworn in soon to signal the start of her term, with city council endeavors proceeding as normal, as shown on the Port Orchard city agenda.

Mitchell brings over 15 years of public sector experience to the role. According to her application, she was a State Representative for Oregon’s 32nd District from 2019 to 2021 and has served on the Port Orchard Planning Commission since 2024. She currently works as a paid leave specialist for Washington State’s Employment Security Department.
