Since 2005, the Delaware Department of Justice has completed 72 police use-of-force investigations for police shootings.
Still pending are investigations from four police shootings in 2026, including the fatal shooting of 19-year-old Kadir Skinner on June 24.
The Delaware Department of Justice, Wilmington police and the mayor’s office on July 16 released body camera footage from three officers involved in the Skinner shooting amid mounting public pressure.
Here’s a look at all police use-of-force investigations since 2005.
June 29, 2026 — Delaware State Police
Troopers were called to the 100 block of East Cherry Dr. in Magnolia around 9:15 p.m. after receiving a call that Kristopher Glanden was “attempting to enter the residence where his ex and other family members were sheltered inside,” according to a news release.
When troopers arrived, Glanden was in the front yard. He ignored numerous commands to drop his weapon, which he eventually pointed at the troopers. They then fired, hitting Glanden, police said.
Despite first aid attempts, Glanden died at the scene. He was found in possession of a 9mm handgun, police said.
June 24, 2026 — Wilmington Police
Wilmington police were monitoring a large crowd near the intersection of 24th and Jessup streets at about 11:15 p.m. when police said they saw a teen leave a residence and point a firearm at the crowd.
Officers then approached the teen, 19-year-old Kadir Skinner, who fled on foot. During that chase, a police news release said, an officer “engaged with the suspect and discharged their department-issued firearm, striking the suspect.”
Skinner was taken to the hospital, where he died. Officers found a loaded firearm in his possession.
March 11, 2026 — Delaware State Police
Troopers went to the 11000 block of Wheatfield Road near Greenwood to execute a search warrant at about 1:30 p.m. There, they found 60-year-old Jeffrey Mitchem, who had barricaded himself inside a camper, police said.
State police were tipped off hours earlier by the FBI about “threatening online posts” that Mitchem had made.
Mitchem told troopers he had a large amount of gunpowder and was holding the trigger to detonate. A trooper then shot him in the arm as he stepped outside.
Mitchem was transported to a hospital, where he recovered.
March 3, 2026 — New Castle County Police
Officers were called to a home on Ramsey Road in Brandywine Hundred just before 4 p.m. on March 3 following reports of shots fired.
Police said Daniel Shacklett first fired at officers, then wielded a shovel before he “began advancing toward” them with knives outside the home following an hours-long effort by a crisis team to safely resolve the situation.
Police attempted to use a Taser and “non-lethal impact munitions,” but were unable to get Shacklett to cooperate. When he returned armed with knives, several officers shot Shacklett, killing him, police said.

June 4, 2024 — Delaware State Police
Officers responded to a shooting at the Harmony at Kent assisted living facility at 5:25 p.m.
Arnold Azamar was visiting a relative at the facility despite being banned for aggressive behavior in the past, police said. William Whitehead, a staff member at the Harmony at Kent, escorted Azamar outside at 5:25 p.m. Azamar punched Whitehead and retrieved a gun from his car, then fatally shot Whitehead.
Police from multiple agencies responded to the scene and, after Azamar raised a gun at officers, two troopers shot at him, with at least one striking him. Azamar and Whitehead were taken to the hospital, where they were pronounced dead, according to police.
October 4, 2023 — Delaware State Police
Police responded just before 11 p.m. to a report of a home invasion at Canterbury Apartments in Bridgeville. Witnesses said the suspect was wearing a mask and carrying a shotgun, though he fled before police arrived.
About 30 minutes later, 23-year-old Jordan James arrived at the nearby feed mill where he worked, armed with a long gun. An employee called police, and multiple agencies responded.
Two state troopers went to a “poorly lit” area along some train tracks north of the mill, where they saw James “closing in” behind them. He exchanged several rounds with officers before fleeing. He was found dead with a gunshot wound to the head shortly after.
August 31, 2023 — Delaware State Police
Special operations troopers arrived at a New Castle-area Lowe’s just before 7:30 a.m. to apprehend Tremaine Jackson, a “known fugitive shoplifting at the business,” police said.
In a public statement explaining what led up to the shooting of Jackson, police said troopers made an attempt to stop the man, but he ran away. According to police, Jackson got into a vehicle parked behind the business and hit an unmarked police vehicle.
Police said they gave multiple commands to stop, but Jackson refused to obey and physically resisted when a trooper tried to remove him from the car. They said that as Jackson continued to drive, one of the troopers became trapped between the guardrail and Jackson’s driver’s side door. The officer fired at Jackson.
After shooting Jackson, troopers attempted to save his life until paramedics arrived. Jackson was pronounced dead upon arrival at the hospital. Two troopers sustained injuries during the incident and were taken to a nearby hospital. They were later released.
June 11, 2023 — Dover Police
Officers responded to the 400 block of Sussex Ave. shortly before 8:45 p.m. after receiving a 911 call for trespassing.
After the initial call, police said Tyrone Kersey “engaged in a verbal argument with a 32-year-old female,” also from Dover. The argument turned physical when Kersey pushed the woman to the ground, police said.
As officers arrived at the home, Kersey pulled out a gun and began shouting at police, a news release said. He also “refused to follow police commands to put the firearm down and get on the ground.” Kersey then fired one shot into a nearby parked car, which the woman and her 1-year-old baby had gotten into. Kersey then pulled the woman from the car while she was holding the baby in her arms, police said.
Police then shot Kersey, who refused commands and began pulling the victims toward a residence. He was transported to the hospital, where he recovered.
April 12, 2023 — Wilmington Police
Officers arrived at 604 S. Heald Street in Wilmington at 8:43 a.m. in response to a 911 call that a woman’s son, Billy Burton, was harming himself with a butcher knife.
Police entered the home, where they found Burton holding a knife and suffering from a self-inflicted stab wound. An officer commanded he drop the knife, but Burton kept advancing. The officer then fired one shot at Burton, hitting him in the upper thigh, police said.
He was then transported to Christiana Hospital, where he was treated for numerous internal injuries as a result of both the gunshot and the self-inflicted stabbing.
March 6, 2023 — New Castle County Police
Officers were in the area of Maryland and East Reamer avenues near Elsmere at 7:30 p.m. as part of a drug investigation.
There, officers tracked the vehicle of Andrew Edelmann, who was suspected of delivering a “quantity of illegal drugs” that evening, to a 7-Eleven parking lot, police said. County police said they tried to detain Edelmann as part of the drug investigation, but he “ignored their commands” and tried to escape, according to a department spokesperson.
Edelmann then sped up his car and drove toward the officers. A nearby officer fired his gun, hitting Edelmann and a woman in the passenger seat, police said.
They were both taken to Christiana Hospital, where the spokesperson said Edelmann later died. The 21-year-old woman is still in the hospital with “non-life-threatening injuries,” according to police.
January 22, 2023 — New Castle County Police
Five New Castle County Police Department officers were called to 21 W. Minuit Drive near New Castle at 1:48 a.m. on Jan. 22 for reports of a break-in.
Police said that four intruders — Evan Chandler, Alistair DiPasquale, Michael Edgerton and David Salasky III — held household members at gunpoint while they ransacked the home and put stolen items into bags.
Officer Sean Sweeney-Jones drew his gun and tried to give the men orders, shouting “hands, hands” and “drop it,” according to the Justice Department. When the men didn’t listen, Sweeney-Jones and fellow officer Ryan Archangelo then fired their weapons, hitting DiPasquale and Chandler.
Both men were transported to Christiana Hospital for treatment.
Body camera footage shows Archangelo fired his gun five times, and the Department of Justice said that Sweeney-Jones reported firing his weapon 14 times.
All four men involved in the home invasion were charged.
December 2, 2022 — Multiple departments
State Police troopers were dispatched to the 100 block of Ayre Street in Newport around 7:30 a.m. to a report of a “suspicious person with a gun,” authorities said.
Arriving troopers made contact with Jonathan Wiseman, who ran. Wiseman exchanged gunfire with officers, then stole a vehicle before fleeing down I-95 south toward Newark, police said.
That triggered additional shootouts at several locations, as well as another carjacking, over a period of about an hour. Delaware State Police said they were ultimately able to stop Wiseman’s car near Route 896.
That’s when police said they “engaged” the 39-year-old in gunfire, killing him. Police said that troopers tried to give first aid but “it was immediately apparent that the suspect would not survive his injuries.”
September 9, 2022 — New Castle County Police
Officers responded to Hunters Crossing apartments in Ogletown at 8:30 p.m., when they found Portia Herndon firing at a 26-year-old woman in an apparent domestic dispute.
Responding officers then shot Herndon. Both women were taken to Christiana Hospital, police said.
Herndon later pleaded guilty to attempted murder, assault and other felonies in connection with the incident.
March 19, 2022 — Dewey Beach Police
Workers at the Starboard restaurant called Dewey Beach police about 1:15 a.m. to report Rodney K. Robinson II had left the business with a gun.
When arriving officers tried to talk to Robinson, he fled the area and police lost sight of him. Dewey Beach police were called about 2:20 a.m. with a report that Robinson had returned to the restaurant and was inside an employee-only area, according to police.
Robinson fled when officers arrived. As he was being chased, one of the officers fired at him. Robinson continued running, but was later found unconscious with a gunshot wound on his upper torso and a handgun nearby, police said.
Robinson was taken to Beebe Hospital, where he was pronounced dead.

Nov. 19, 2021 — Delaware State Police
Delaware State Police, who responded to a report of domestic violence in the Pot-Nets Creekside development near Millsboro, came under fire after an uncooperative Michael Bartie exited the house, according to a report.
Bartie, then 31, shined a flashlight at the troopers before shooting at them. Delaware State Police Cpl. Daniel Korenyi returned fire, hitting Bartie several times.
Bartie survived and was charged with possession of a firearm while committing a felony and four counts of first-degree reckless endangerment.

March 25, 2021 — Delaware State Police
Kelly Rooks, a 51-year-old woman who was bipolar and had experienced severe paranoia, had called Delaware State Police Troop 5 in Bridgeville multiple times, including on March 25 when she claimed she’d been poisoned by neighbors.
Trooper Dean Johnson was dispatched to Rooks’ Seaford-area home, where documents said she drew a weapon at arriving officers and repeatedly said: “Which one of you pigs wants to die tonight?”
Johnson told the attorney general’s office her statement sent a “shockwave of fear through me that I’ve never experienced in my life,” and said he responded, “Come out with your hands up, we’ll get you to a hospital,” according to the report.
After Rooks fired a shot at Johnson, he fired back.

Jan. 13, 2021 — New Castle County Police
New Castle County police were investigating a “suspicious vehicle” in Wilmington’s Riverside community around 1 a.m. when the car drove down a dead-end road.
Its driver, 30-yer-old Lymond Moses, made a U-turn and “drove at a high rate of speed directly at” officers who were on the street, the department said. Police shot at Moses, hitting him. Though police and paramedics performed first aid, Moses died.
While a report said police were justified in the shooting, an outside review of the incident concluded that Moses’ death “could have been avoided if better policing tactics were employed.”

Dec. 30, 2020 — Delaware State Police
Around 5:30 p.m., Delaware State Police troopers were dispatched to a home at 201 E. Evens Road in Viola after receiving a 911 call that 28-year-old Ronald Cochran had a gun.
When troopers arrived, Cochran was inside a bathroom in the house. Troopers shouted through an open door for Cochran to leave the home, but he ran upstairs to the second floor of the house. He then climbed out of a second-story window onto a roof just below and shot toward two troopers.
Both troopers shot back. Cochran then jumped off the roof to the ground and ran to the front of the home, where he pointed a .40-caliber handgun at a third trooper. That trooper shot at Cochran, who ran to another home nearby and lay on the porch, injured. Cochran lived and was charged with attempted murder and several other charges.

Dec. 12, 2020 — Pennsylvania State Police
While patrolling Interstate 95 south near the Philadelphia Airport, Pennsylvania State Police troopers spotted a car that had recently been carjacked out of New Castle County. Troopers tried to stop the car, but the driver led them on a chase.
At some point, another patrol car joined the pursuit, which crossed into Delaware at about 3:30 a.m. After entering Delaware, Pennsylvania troopers tried to “box in” the car, but the 17-year-old male driver “intentionally struck” the patrol vehicle.
Troopers shot at the car, which crashed into a berm in the median. The 17-year-old, who was treated at two hospitals for a graze wound to the left thigh and a contusion to his head, fled on foot but was quickly taken into custody by a Pennsylvania trooper.

Dec. 10, 2020 — Multiple agencies
Milford Police Sr. Cpl. T.J. Webb, along with a Delaware State Police trooper and a Probation and Parole officer, were attempting to arrest 37-year-old Evelio Rivera at the Econo Lodge Inn and Suites in Rehoboth Beach shortly after 7:45 p.m. when he opened fire, according to police and witnesses.
Webb was struck by bullets several times. Fellow officers rushed him to the hospital, while the trooper and probation officer chased Rivera through the motel parking lot and shot him.
Rivera died on scene. He’d been wanted out of Pennsylvania for attempted murder.

Aug. 30, 2020 — New Castle County Police
New Castle County Police were called to a home in the unit block of North Avon Drive in Claymont at about 6:20 p.m. for reports of a domestic dispute.
When officers arrived at the house, a man, whom police have not identified, was “brandishing a firearm,” the department said. Officers backed away and formed a perimeter.
The man later came out of the house and “reengaged” with police, refusing to drop his gun, the department said. Officers shot him when he didn’t surrender. He lived.

May 8, 2020 — Delaware State Police
Just after 10 a.m., Delaware State Police were called to the Delaware Veterans Memorial Cemetery in Bear for reports of a shooting. On scene, they found an elderly couple shot. The husband and wife, who were visiting their son’s grave, both died.
The couple’s killer, 29-year-old Sheldon Francis, fled into nearby woods after the shooting, hiding from police. Francis remained there for almost six hours before exchanging gunfire with police.
Troopers later found Francis in the woods, dead from a single gunshot wound. They said they do not know if it was a result of the exchange with officers or self-inflicted.

April 12, 2020 — Wilmington Police Department
Shortly after midnight, Wilmington Police saw “a suspicious vehicle that was running and parked partially on the curb” at 11th and Walnut streets and attempted to make contact with the driver, Jabri Hunter, who police said looked like he was unconscious behind the wheel of the car.
Officers tried to wake Hunter up by “loudly issuing verbal commands” and “making loud noises against the window,” court documents say. When he ultimately woke up, court documents said his “actions” caused an officer to shoot him.
The court documents do not elaborate on what those actions were. Hunter survived the shooting and was later charged with illegal drug and firearm possession in connection with the incident.

March 5, 2020 — Wilmington Police Department
Wilmington Police were called to the 3200 block of West Second Street around 6:20 p.m. for reports of a domestic dispute. When they arrived, they found the man in a vehicle in the street.
Officers repeatedly told the man to stop the car, but he rammed a marked police vehicle and hit a second vehicle, then he drove towards two officers on the sidewalk, police said. Police shot at him, hitting him once.
The man then fled to the 900 block of North Pine Street, where police were able to arrest him. He was taken to a local hospital for treatment and was listed in stable condition.

Jan. 5, 2020 — Milford Police Department
Two Milford Police Department officers who were responding to a “domestic incident involving weapons” at Silver Lake Estates Apartments fatally shot a 27-year-old shortly before 8:30 p.m.
As the officers walked toward the apartment, the man came into the hallway, “advancing at police officers while brandishing a large knife,” Delaware State Police said.
The Milford officers shot the man, killing him. Delaware State Police’s homicide unit investigated at the request of Milford police.

Nov. 29, 2019 — Delaware State Police
Delaware State Police were called to the 300 block of E. Savannah Road in Lewes shortly before 8:30 p.m. for reports a man armed with a handgun and threatening suicide.
After seeing the man standing in the driveway of a house on the block with a handgun and making suicidal statements, police started talking to him.
At one point, the man pointed the gun at troopers and Lewes Police Department officers, police said. A trooper shot him with his department-issued rifle. He later died.

Aug. 30, 2019 — Wilmington Police Department
Officers responded to 28th and Washington streets at about 7:30 p.m. after receiving a shots fired call.
There, they found 35-year-old Ricardo Hylton, who was armed and “actively firing,” police said.
Two Wilmington officers engaged with him, firing their department-issued guns. Hylton was transported to the hospital, though he later died.

Feb. 2, 2019 — Wilmington Police Department
Around 6:30 a.m., a woman called 911 to report that two masked men, one of them armed, had just stolen her car at gunpoint.
A patrol unit found the stolen car within 10 minutes in the area of 27th and Moore streets, and an officer confronted the people in the car, police said.
As 18-year-old Yahim Harris fled, police said he turned and pointed his arm towards officers, one of whom shot Harris. Harris recovered from his injuries and was later charged.

Aug. 28, 2018 — Delaware State Police
On the morning of Aug. 28, 2018, Delaware State Police executed a search warrant on a home in the 22000 block of Harbeson Rd. as part of a drug investigation.
There were three people in the home at the time: Robert Knox, a paraplegic; his father, Andrew Knox; and Andrew Ayers.
Troopers handcuffed the elder Knox and Ayers, though did not do so with Robert Knox. State Police said as they tried to take him into custody, he grabbed a gun, at which troopers shot him. He later died.

Dec. 9, 2017 — Delaware State Police
At 3:11 a.m., a trooper conducted a traffic stop on black Saturn Ion for “traffic infractions.”
The vehicle had three occupants, including 16-year-old Juliun Pitcher.
As the trooper approached the vehicle, police said Pincher pointed a gun at the trooper. An exchange of gunfire ensued, and Pincher was killed.

Dec. 15, 2017 — Delaware State Police
On the afternoon of Dec. 15, 2017, during the midst of a snowstorm, a trooper attempted to stop 30-year-old Adam Radcliffe, who was driving erratically, police said.
Radcliffe pulled into a parking lot, and after the trooper approached the vehicle to conduct the stop, he was dragged through the parking lot by Radcliffe, police said .
The trooper fired his handgun at Radcliffe to stop him from driving the car further. Radcliffe was transported to the hospital, though ultimately died.

April 27, 2017 — Multiple agencies
On April 26, 2017, Burgon Sealy Jr. shot and killed Delaware State Police Cpl. Stephen J. Ballard at a Wawa gas station.
He then barricaded himself in his family’s Middletown home for 21 hours, firing from the home at Delaware State Police, the FBI, New Castle County and Wilmington police.
Ultimately, Sealy Jr. emerged from his home with a gun. Police from all responding agencies shot and killed the man.

Police continue investigating the scene on the 500 block of St. Michaels Drive in the Brick Mill Farm development where 26 year-old Burgon Sealy Jr. was holed up in his family home and shot killed Thursday morning.
April 19, 2017 — New Castle County Police
As New Castle County Police tried to take Keith Price, who was wanted for murder, into custody, he fled from them in a car.
Police said Price ultimately stopped the car on Philadelphia Pike and fled on foot, hiding inside bushes near St. Helena’s Church. He later reappeared and shot at an officer, police said.
The officer then returned fire, and Price was pronounced dead at the scene.

March 29, 2017 — New Castle County Police
On March 29, 2017, New Castle County Police were sent to find 28-year-old Leroy Brown, who had been injured in an officer-involved shooting in Philadelphia.
When police found the man, he ran from officers and got into the driver’s side of a vehicle to get away, police said.
Brown then drove the car towards police, who fatally shot him.

March 18, 2017 — Multiple agencies
At 10:13 p.m., an Ocean View Police Department officer got involved in a vehicle pursuit while assisting the Worcester County Sheriff’s Office.
The driver, Troy Short, finally stopped, but then drove into an Ocean View police officer’s car, police said. He then almost hit a Worcester County Sheriff’s deputy’s vehicle.
Short ultimately tried to drive into two officers who were standing outside, police said. Officers shot at the car, hitting Short.

Jan. 23, 2017 — Wilmington Police Department
Police were called to the 1700 block of W. 13th St. shortly after 6 p.m. for a report of a “distraught” and potentially armed man.
Arriving officers encountered Bruce Altenburger, who they said was armed with a handgun, and tried to talk to him.
When that did not work and he allegedly threatened the officers, police fatally shot him.

Oct. 25, 2016 — Probation and Parole
Shortly after noon, a Safe Street team, which consists of Probation and Parole Officers and Dover police, received a tip that Jamera Fisher, who was wanted on an arrest warrant for failing to appear in court, was in the Capitol Green neighborhood and in possession of a firearm.
Officers checking the area saw Fisher getting into a vehicle, which they tried to stop.
Fisher rammed his vehicle into officers’ cars, then tried to drive toward another officer, police said. A Delaware Probation and Parole officer fired four times, injuring Fisher.

June 28, 2016 — Delaware State Police
Raymond Hutson was reported to have a gun when he led police on a chase through the Felton area.
Once troopers stopped Huston, they instructed him to drop his weapon several times, police said.
When Huston refused and began waving the object in officers’ direction, a state trooper fired his patrol rifle, hitting Huston, who was still in the driver’s seat, police said. Hutson was pronounced dead at the scene by paramedics.

April 21, 2016 — Wilmington Police Department
Wilmington police were initially dispatched to the West 2nd Street area after receiving reports of a teen with a gun.
Responding officers chased 17-year-old Taje Beasley to the 400 block of W. Third St., where he tripped and fell to the ground.
Police said when Beasley got up, he pulled a black replica gun from his waistband and pointed it at the police, who shot the teen in the knee.

Dec. 17, 2015 — Delaware State Police
James McCardell, 39, had broken into a Bear home and was holding residents at gunpoint when State Police responded.
Troopers who entered the home told McCardell to drop his weapon, though he didn’t comply, police said.
A trooper shot McCardell in the stomach. McCardell was treated at Christiana Hospital was and later arrested.

Sept. 23, 2015 — Wilmington Police Department
At about 3 p.m., Wilmington police officers responded to reports of a man in a wheelchair with a self-inflicted gunshot wound.
Officers confronted Jeremy “Bam” McDole and told him to raise his hands in the air, though he did not comply, police said. One officer fired a single shot from his shotgun.
Less than a minute later, three other officers fired their handguns, killing McDole. The incident prompted outcry, and the Delaware DOJ later admonished the first officer for shooting McDole.

Aug. 28, 2015 — Dover Police Department
Terrance Fletcher was a fugitive who failed to appear on a felony case in West Virginia when Dover police received a tip from an informant that a person in an area along South New Street had a gun, police said.
When officers arrived at the scene, Fletcher ran between buildings and across a backyard, police said.
He later put his hands in his waistband “in a manner which caused [the officer] to believe” that Fletcher was armed. He was shot but survived, and later admitted to having a gun.

May 2, 2015 — Smyrna Police Department
Police responded, for the second time in an hour, to Kenneth Mathena’s home on Malvern Lane at Sunnyside Apartments about a domestic dispute with his girlfriend.
Police said Mathena had fled the complex when they first showed up, but on the second visit they found him outside Building 30 and told him several times to drop a gun he had.
Instead, Mathena turned towards officers and pointed the gun at officers, police said, and one officer responded by firing several shots. Mathena later died.

March 8, 2015 — Delaware State Police
A trooper was responding to a burglary alarm just after 1:30 a.m. at a Rite Aid pharmacy in the 600 block of Naamans Rd. when he saw Michael McKillop leave the store and quickly get into his car, police said.
McKillop tried to drive away in reverse, dragging the trooper who was at his opened driver’s side door, police said. The car then hit the trooper’s marked Tahoe and again attempted to drive away, still dragging the trooper, police said.
The trooper opened fire, killing McKillop.

Two Wilmington police officers shot and gravely wounded a man during a traffic stop in January 2015 on Vandever Avenue.
Jan. 15, 2015 — Wilmington Police Department
Officers initiated a traffic stop on Marvin Jones, a convicted felon on parole at the time, in the 100 block of Vandever Ave.
Jones tried to flee from the vehicle and then pointed a handgun at one of the officers during a scuffle on a sidewalk, police said.
Police fired four shots at Jones and struck him in the torso, paralyzing him.

Dec. 21, 2014 — Dover Police Department
Shortly before 11 p.m., Dover police received information from a crisis center saying James Long had indicated suicidal thoughts and spoke of a plan to commit “suicide by cop,” police said.
Officers arrived at Long’s home and spent the next hour communicating with him by phone and through his door in an effort to have him surrender peacefully.
Long did not cooperate, police said, and the officers entered the apartment shortly after midnight. Long ultimately pointed what appeared to be a handgun at the officers, prompting them to shoot him twice, police said. He later died.

Nov. 14, 2014 — Delaware State Police
Troopers responded to reports of an armed robbery by 41-year-old William McNulty.
As troopers tried to take him into custody, he led police on a high-speed chase, rammed a patrol car and got away for about two hours, police said.
Troopers later confronted him, and fatally shot him.

June 25, 2014 — Delaware State Police
Troopers attempted to stop Dennis Hicks, who was wanted for a domestic incident in Magnolia, when he led them on a short chase, police said.
Hicks later stopped the car, but opened fire on troopers, hitting Cpl. Lloyd McCann.
Troopers returned fire, killing Hicks. McCann survived the shooting.

Dec. 14, 2013 — Milford Police Department
Roy Rhodes was driving on Milford Harrington Highway (Del. 14) when he veered into the path of an oncoming car, police said. He then drove off the road through some bushes and came to rest in a private driveway.
The other driver found Rhodes sitting in the car holding a knife to his throat. He reached into the car and disarmed Rhodes, though Rhodes then pulled out a gun, police said.
A responding officer ordered Rhodes to drop the gun several times, but he didn’t listen and then raised the weapon in the direction of the officer, who fired several rounds, police said. Rhodes died at the hospital days later.

July 31, 2013 — Delaware State Police
On July 31, 2013, troopers received reports of a hit-and-run at the Riverside Inn in Millsboro, and later traced the car to that of Michael Rogers.
A trooper went to Rogers’ mother’s home, where she said her son was asleep in his bedroom. After waking Rogers up and asking for his insurance, the trooper became involved in a scuffle with Rodgers in his bedroom, living room and kitchen, police said.
The trooper told investigators that Rogers had him in a head lock during the fight, causing him to fear that his neck would break, and shot him out of self-defense. Rogers was treated and recovered.

Feb. 19, 2013 — Delaware State Police
On Feb. 18, troopers attempted to stop Keith Schueller, a theft suspect, when he led police on a vehicle chase, police said.
Schueller ran into a cornfield, and the trooper followed. Schueller then threatened the trooper with a shovel, police said, at which point the trooper tried to use a stun gun to subdue Schueller.
When that did not work, the trooper drew his gun and firing a single shot, injuring Schueller.

Feb. 11, 2013 — Capitol Police
Capitol Police fatally shot Thomas Matusiewicz after he opened fire at the at the New Castle County courthouse.
Matusiewicz had killed his former daughter-in-law and a friend of hers in the shooting, and wounded two Capitol Police officers who were wearing bullet proof vests.

Sept. 15, 2012 — Delaware State Police
Delaware State Police responded to Angel Feliciano’s home after receiving a report that he was suicidal and armed with a weapon.
Upon arrival, police found Feliciano in a Chevrolet Tahoe, which he proceeded to drive away. A trooper followed him, then Feliciano made a sudden U-turn, heading directly toward the trooper’s vehicle, which had the trooper still seated inside, police said.
The trooper was able to get out of his vehicle prior to Feliciano hitting him, and fired towards the man. Feliciano died after being shot.

Aug. 9, 2012 — New Castle County Police
Police responded to the 100 block of Memorial Drive near New Castle after receiving reports that James Green had fired a shot at a neighbor on Parma Avenue.
Green fled the scene in a Cadillac but was then stopped by police.
The officer saw Green making “reaching movements” toward the center console in the car as Green ignored repeated requests by the officer to show his hands, police said. The officer shot Green, who died the next day.

May 18, 2012 — Wilmington Police Department
Officers were dispatched to North Van Buren Street after receiving reports of a theft.
There, an officer noticed a suspicious vehicle and approached it, after which the driver, Kevon Harris-Dickerson, backed away, police said.
When Harris-Dickerson later put the car in forward and drove towards the officer, the officer shot at Harris-Dickerson, striking him in the legs. Harris-Dickerson is now serving jail time for a 2016 murder.

May 10, 2012 — New Castle County Police
Officers were conducting a drug investigation when they stopped Erik Turnbull, a felon wanted out of Florida.
Instead of surrendering to police, Turnbull put his car in reverse, hitting one officer’s vehicle, police said. He then switched gears and drove the car forward, towards officers who were standing in front of his car.
The officer shot Turnbull, who drove a short distance before crashing his car. He later died.

June 15, 2010 — Delaware State Police
Troopers were executing a search warrant at several Kent County locations when they got information that one of the suspects they were looking for was at a Barney Jenkins Road home.
Upon arrival, troopers found the suspect, 19-year-old Deandrae Thomas, in a car with 23-year-old Neal Barnes.
Thomas rammed his car into the troopers’ vehicles, police said, prompting them to shoot at Thomas and Barnes. Both suffered non life-threatening injures and were later arrested.

Feb. 4, 2010 — Wilmington Police Department
Detectives were on scene at a homicide when they saw Eric Howell pointing a gun at two men, who were kneeling on the ground, police said.
Howell then fired a shot towards one of the men, police said, at which point detectives told Howell to drop his gun. Police said Howell then pointed his gun at detectives, prompting them to shoot him.
One of the victims Howell was pointing his gun at was struck by detectives’ gunfire, and died. Howell later recovered.

Jan. 31, 2010 — Wilmington Police Department
Darryl Antonio White has crashed into a house and was trying to flee the scene when police arrived on scene.
Officers ordered White out of his vehicle, but instead, he drove forward and hit one police car, police said.
Thinking he was going to try to drive into the officers outside, police fired several shots. White was hit six times, though survived.

Jan. 26, 2010 — Newark Police Department
A Newark officer was responding to a report of a purse snatching when the suspect, DeWayne Lowery, jumped in his car and tried to drive away, police said.
The officer, believing he was going to be hit by Lowery, fired a single shot through the windshield, though it’s not clear if Lowery was hit.
Lowery later drove into Maryland and crashed his car, which he suffered minor injuries from.

Dec. 26, 2009 — Delaware State Police
Chad Michael Fulginiti’s wife initially called 911 following a dispute with her husband, after which she realized his gun was missing.
Troopers later found Fulginiti, who they said was suicidal, driving erratically on Route 1 in Dewey Beach, where they tried to stop him.
When Fulginiti attempted to drive around police, one trooper shot him in the hand. He survived and was later charged for the incident.

Nov. 11, 2009 — New Castle County Police
Officers who responded to a New Castle apartment complex regarding a domestic incident between Eric Weit and his girlfriend heard a shot when they arrived.
Police used a K-9 to track Weit, who they found near Philadelphia Pike. Weit tried to run, police said, then said he would kill the K-9.
Weit ultimately turned around, pointing his gun at officers, police said. Officers shot him, and he was treated and released from the hospital two days later. The K-9 was also injured, though lived.

Oct. 8, 2009 — New Castle County Police
Two New Castle County Police Department SWAT teams were executing a search warrant at Corey Croom’s home — he was wanted for allegedly shooting at a neighbor — when Croom pointed a gun at officers, police said.
Croom ran from the apartment hallway to his bedroom briefly, police said, then ran back out.
Officers who thought Croom was still armed shot four times, hitting Croom with three bullets. Croom died from his injuries.

Aug. 2, 2009 — Delaware State Police
Troopers were responding to reports of a domestic dispute in Georgetown when they learned David Bethard had his wife hostage in his car.
A 29-year veteran trooper responded to where the car was located in Lewes and saw a struggle between the Bethard and his wife. Bethard ignored troopers’ commands to surrender and lunged at one trooper after pulling a “dark object” from his pocket, which later turned out to be a cell phone, police said.
The trooper shot Bethard in the stomach. He was treated at a hospital and later arrested.

May 30, 2009 — Wilmington Police Department
Officers initially responded to 24th and Market streets after receiving reports of a man with a gun.
There, officers found Marckia Wilkerson, who ran from police. At one point, he tripped, and while on the ground, turned and pointed a gun at officers, police said.
An officer shot eight times, hitting Wilkerson six times.

March 25, 2009 — Delaware State Police
New Castle County police initially responded to a Wilmington-area home for reports of a domestic assault, though found the suspect, Fabian Silvestre, had fled.
A trooper who was unaware of the previous incident later saw Silvestre naked, “spread eagle,” in a road and went to check on him. Suddenly and without provocation, police said, Silvestre charged at the trooper and began to attack him.
Silvestre then grabbed the trooper’s radio and beat the trooper with it until the trooper was able to fire a shot, police said. Other troopers who had responded at that time then used their tasers to subdue Silvestre, who was later charged.

Shortly after 9 p.m., Kenneth Miller’s mother called 911 saying her son was “taking pills, drinking alcohol and suicidal.”
When troopers responded, they found Miller outside with a rifle, yelling “kill me” to troopers.
After hours of negotiations, Miller pointed the gun at troopers, who shot and killed him.

Sept. 16, 2008 — Multiple agencies
Maurice Faulkner had forced open the doors of PNC Bank in Bear and demanded money from the tellers at gunpoint when someone called 911.
Faulkner, who fled the robbery in a Rent-A-Center truck, led New Castle County and State Police officers on a low-speed chase, which ended near the Newark train station, where officers said he exited the truck and pointed a gun at a trooper.
Two troopers and a New Castle County officer fired their guns, fatally wounding Faulkner. Faulkner’s gun was later found to be a pellet pistol.

June 11, 2008 — Delaware State Police
Shortly after 8 p.m., Gary Bliss’ wife called 911 to report him attempting suicide.
Responding troopers found Bliss in his shed with a gun, police said. When they told him to drop it, he told troopers to “get away,” police said.
Bliss finally came out of the shed, and when he did, he shot towards the troopers, police said. Troopers shot Bliss in response, who died.

June 7, 2008 — Delaware State Police
Richard Redmond, a retired California Highway Patrol officer who had a terminal illness, was threatening to shoot his neighbors, who called 911.
Responding troopers tried to negotiate for hours with Redmond, who at times would come outside, taunt police then go back inside, police said.
After an escalation of events, Redmond started shooting his rifle at police, who responded with gunfire, killing him.

April 18, 2008 — New Castle County Police
Officers were first dispatched to Croyden Drive after a neighbor called to report someone firing a gun in a backyard.
When officers arrived, they found two men at a home, one of whom surrendered. The other, Michael Good, refused to come out of the residence, police said.
When Good eventually came out, police said he fired his shotgun at police, who fired back. Good was hit, but survived and was later charged.

April 2, 2008 — Probation and Parole
Two Probation and Parole Officers were eating at a Seasons Pizza when Jeffrey Krahn, who was wanted by Probation and Parole, walked into the dining room.
One of the probation officers recognized Krahn, who noticed the officers and left, police said. The officers followed Krahn outside and told him to stop, but he didn’t.
Krahn then drove toward officers, injuring both, police said. The officers shot at Krahn, though he got away after being shot in the arm and leg. He was later arrested in Las Vegas and unsuccessfully sued the officers who shot him.

Dec. 6, 2007 — Delaware State Police
Troopers were conducting a drug investigation when they executed a search warrant at a Lewes home at about 7 p.m.
Several people were inside the home, including Lester Meyers, who police said pointed a gun at troopers.
One trooper shot twice, injuring Meyers. Police later determined the gun to be a pellet gun replica of a 9 mm handgun. Meyers survived the shooting.

Sept. 20, 2007 — Delaware State Police
Aneudi Rodriguez led troopers on a brief foot chase after fleeing from the scene of a burglary he had just committed.
When one trooper cornered Rodriguez, the man began to fight the trooper, which ultimately led to the trooper shooting Rodriguez.
Rodriguez survived the shooting and later pleaded guilty to burglary and resisting arrest.

Aug. 20, 2007 — Delaware State Police
Delaware State Police were investigating several armed robberies when they saw John Boyer and an associate case a video store.
Troopers set up surveillance in the back of the store, and later, Boyer and the associate returned to the store and demanded cash, at knife point, from the clerk, police said.
When troopers ran out to confront Boyer and his associate, Boyer threatened troopers with a knife, police said. Troopers shot him in the leg, and he was taken to Christiana Hospital.

The Pagan Motorcycle Club holds a candlelight vigil at the scene of Derek Hale’s killing by police, to mark the two month anniversary of the death on Saturday, January 6, 2007.
Nov. 6, 2006 — Wilmington Police Department
Wilmington Police Department officers were trying to arrest Derek Hale when they found him sitting on a wall with his hands reportedly in his pockets.
When officers told him to show his hands, he didn’t, police said, and they used their tasers on him. Hale did not initially react to the tasers, though fell down after the weapons were deployed several times.
When Hale got up, police said he moved towards them in a “threatening manner,” prompting police to fatally shoot him. The city later settled with Hale’s widow for $875,000.

Oct. 19, 2005 — Multiple agencies
A New Castle County Police Department officer was initially dispatched to a report of an “older white male” throwing rocks and breaking windows.
When the officer later made contact with the suspect, Charles Wittland, who was in a car, he saw Wittland had a knife. When the initial officer and others told Wittland to drop the knife, he didn’t, police said.
Wittland later got out of the car and “charged” towards officers with the knife in his hand, police said. Elsmere and New Castle County officers shot him, and he later died at Christiana Hospital.
