Springfield’s John Twitty appointed to Missouri Ethics Commission


A former head of Springfield’s City Utilities has been selected to serve on the Missouri Ethics Commission.

Gov. Mike Kehoe announced Friday, May 29, that he has appointed John Twitty, who retired as president and CEO of the Missouri Public Utility Alliance last year, to the MEC. The commission is responsible for enforcing laws and retaining information related to lobbying, campaign finance and conflicts of interest.

The six-member commission has struggled with vacancies and frequently has lacked a quorum, leaving it unable to enforce state campaign ethics laws.

Twitty previously had also served as executive director of the Transmission Access Policy Study Group. He still serves on the board of directors for Central Bank of the Ozarks and the Mizzou Alumni Association, according to a news release from the governor’s office. Twitty formerly served on the Missouri State Lottery Commission, the Mercy Springfield Communities board and the Jordan Valley Community Health Center board.

With the recent appointments of Twitty and Clem Smith, of St. Louis, the MEC finally has a quorum with five of the six seats filled. Twitty’s term will expire March 13, 2030. The appointments come in time as campaigns gear up for the Aug. 4 Primary Election.

Last year, Kehoe appointed former Springfield mayor Ken McClure to the MEC to serve for the 7th Congressional District. However, McClure only served until this spring to complete a term that was vacated.
